Per recommendation: https://docs.fedoraproject.org/en-US/packaging-guidelines/#renaming-or-replacing-existing-packages Provides: is not necessary for libs, it provides different symbols anyway. I think "Conflicts: cups-filters-devel%{?_isa} < 2.0" must remain there, it just has to provide obsoletes and provides to upgrade smoothly.
