Arch does distribute source files, which can be helpful for getting better performance suited to the hardware being used if they are compiled locally. Fedora typically has not done this, though it maybe a good thing to add. The C and C++ guidelines do not prohibit distributing source: https://docs.fedoraproject.org/en-US/packaging-guidelines/C_and_C++/ but Fortran guidelines do: https://docs.fedoraproject.org/en-US/packaging-guidelines/Fortran/#_packaging_of_fortran_programs so would expect this to be the case for all programs in compiled languages.
