I'm not sure how to review this.  As you say, the mingw[32/64]-python3-build
packages currently fail to install.  That means that the BuildRequires for this
package cannot be installed.  I see that mingw-python-build has a bootstrap
mode, but that needs this package.  Say that this package is approved.  What do
you build first, and how?  I need to know that so I can do the same locally.
