I found https://src.fedoraproject.org/rpms/python-XStatic-bootswatch already in
the distribution. It looks like it probably already packages the CSS files you
need.

I’m not expressing an opinion on whether it correctly deals with the guidelines
issues I noted above; I am guessing it might not, but I didn’t read the spec
file closely.
