As I am not in the packager group, I cannot take this review.

Just a few comments:

- Since the creation of this ticket, there have been two new releases to
`extension-manager`. I think it would make sense to update the SPEC file to
build the newest version.
- Instead of specifying `URL` manually, you should just reuse `forgeurl` for
`URL.
- Correct me if I am wrong, but according to
https://github.com/mjakeman/extension-manager/blob/master/COPYING, the license
should be `GPL-3.0-only` and not `GPL-3.0-or-later`.
- If you need a sponsor, then you need to set
https://bugzilla.redhat.com/show_bug.cgi?id=177841 as a blocker to this ticket.
