rpmlint doesn't like Summary ending with a dot.

According to the Python Packaging Guidelines the tests should run, and if not
possible, at least import check must run.
This is currently impossible as jupyter-server isn't available in Fedora and it
depends on this package.
We've talked about it and concluded the tests will be enabled as soon as the
rest of the dependencies are packaged.

A problematic item from the fedora-review:

[!]: Package must own all directories that it creates.
     Note: Directories without known owners: /etc/jupyter,
     /etc/jupyter/jupyter_server_config.d
