A case could be made upstream for either dependency to be listed explicitly,
but it's not terribly clear-cut.

Though this package is pitched as a flake8 plugin, it has no runtime dependency
on flake8 itself and could theoretically be used without flake8.
The package also requires either pycodestyle OR pep8, which can't be expressed
as a python dependency AFAIK.
