We do have %efi for arches. I used it for rEFInd:
https://src.fedoraproject.org/rpms/rEFInd/blob/rawhide/f/rEFInd.spec#_49-51

Since you don't produce any binaries, you probably want to disable debuginfo
packages so it doesn't complain.
