I have updated Pylero upstream project using both pyproject.toml and setup.py
now, which is for modern pypi package build interface.

I have moved the upstream project back on modern rpm spec, which I have updated
the link in bug description. The 201x era spec will only be used in the epel8
downstream repo as your repo.
