The Package Review component is not the proper place for this. It also seems that the man-db package is part of RHEL 9, and the man-db-cron subpackage is built, but it is not shipped. In this case, it's also worthwhile to file a bug against that package in RHEL asking them to ship the missing subpackage. In the meantime, an EPEL packager who is willing can provide the missing subpackage in EPEL. Please let us know if you have any further qquestions.
