- Naming OK
- Licensing OK
- Packaging follows Fedora guidelines
- Conflicts look OK and package doesn't conflict with the updated package from
https://src.fedoraproject.org/rpms/icu/pull-request/6

It's basically exactly the same as the existing icu package, just under a new
name for compat purposes to help with the main package update.
