Yes, that was the problem.  The package builds fine now, but cannot be
installed:

Error: 
 Problem: conflicting requests
  - nothing provides python3.10dist(certvalidator) <= 0.11.1 needed by
python3-vcert-0.14.0-1.fc37.noarch
  - nothing provides python3.10dist(cryptography) = 36.0.1 needed by
python3-vcert-0.14.0-1.fc37.noarch
  - nothing provides python3.10dist(pynacl) = 1.5 needed by
python3-vcert-0.14.0-1.fc37.noarch
  - nothing provides python3.10dist(ruamel-yaml) = 0.17.20 needed by
python3-vcert-0.14.0-1.fc37.noarch
(try to add '--skip-broken' to skip uninstallable packages or '--nobest' to use
not only best candidate packages)
