You can use BuildRequires: devtoolset-10-gcc-c++ instead of plain BuildRequires: gcc-c++ and then add . /opt/rh/devtoolset-10/enable at the beginning of %build and %check, if applicable. See my existing binaryen[1] package for a recent example.
