I agree that it is not a major difference. My thinking is that users should not
have to install files that are not relevant to them. In this spirit, I am also
considering adding `Requires` for the shell package for each respective
completions subpackage.

`rpm -qa` only lists packages that are installed on your system. In fact, there
are several completions packages present in Fedora. (See below)
