This is referenced in the Python Packaging Guideline (https://docs.fedoraproject.org/en-US/packaging-guidelines/Python/#_linters). According to https://docs.fedoraproject.org/en-US/package-maintainers/Staying_Close_to_Upstream_Projects/, packagers should stay as close to upstream as possible.
