Hand-written man page

A man page is always wanted for a CLI executable
(https://docs.fedoraproject.org/en-US/packaging-guidelines/#_manpages). If you
are willing to maintain it with any small changes it might need in the future,
please consider this hand-written man page in groff_man(7) format.
