Basically, it should look like this:

%package        libs
Summary:        Libraries for the qatzip package

%description    libs
This package contains libraries for applications to use
the QATzip APIs.

%files libs
%{_libdir}/libqatzip.so.%{libqatzip_soversion}
%{_libdir}/libqatzip.so.%{version}


Additionally, the main and devel packages should have a dependency on the libs
package, like so:

Requires:       %{name}-libs%{?_isa} = %{version}-%{release}
