The root cause is a (fixed) cabal-install sdist bug,
which I am currently working around in ghc-rpm-macros.

This should get fixed properly by ghc-rpm-macros-2.1.0-1,
which I just pushed to koji - it also includes
a ghc-filesystem subpackage to own the html doc dirs.
