The first guide predates the changes to how configuration works, and the second
guide is still correct. You would not mark this as a config file in /usr. If
you're going to make user configuration get effectively blown away on upgrade,
it's better to actually install it as a static regular file in /usr rather than
what you're doing in /etc.
