You need to add a comment explaining the license breakdown in the SPEC:

# MIT: main library
# BSD: proto/google/protobuf/compiler/plugin.proto
# and proto/google/protobuf/descriptor.proto
License: MIT and BSD


Package approved, please fix the aforementioned issue before import.
