It fails to build:

/usr/bin/python3: No module named pip
Traceback (most recent call last):
  File "/builddir/build/BUILD/retworkx-0.7.2/setup.py", line 3, in <module>
    from setuptools_rust import Binding, RustExtension
ModuleNotFoundError: No module named 'setuptools_rust'
During handling of the above exception, another exception occurred:

That should probably be provided by python-setuptools_rust that is not yet
packaged in Fedora, as far as I can see.
