Description: This library is designed to access the binary planetary ephemeris
files, such INPOPxx, JPL DExxx and SPICE ephemeris files.

This currently builds only the cli interface and the C libraries.
The Octave/Matlab interface is not compiled.
The Python interface build process is broken with Python 3.9. Also, I don't
know exactly how to handle the build through the calceph own builder.
The Fortran interface build fails.
