Proposed as a Freeze Exception for 33-beta by Fedora user pbrobinson using the
blocker tracking app because:

 For the PARSEC feature (https://fedoraproject.org/wiki/Changes/PARSEC), it's a
bit late but also completely self contained by default to IoT (but also others
have expressed interest in it).

Also needs the following PR to enable services in IoT:
https://src.fedoraproject.org/rpms/fedora-release/pull-request/150
