- Drop Group: tag
- Use %license for LICENSE instead of %doc

In order to make the spec functional for EPEL:
- Use python%{python3_pkgversion} instead of straight python3
- Add a conditionally built py2 sub-package for EL6/7

Otherwise, looks good.
