You don't need to create updates for Rawhide (which is now F33) because they're
automatically created upon a successful build:
https://bodhi.fedoraproject.org/updates/?search=openosc&releases=__current__&releases=__pending__

But, you ALWAYS have to create updates starting from the higher Fedora version
available, in your case you have created an update for F31 and you must create
an update for F32 also to not break the "chain"...
