A simple shell script that sources /etc/sysconfig/ltsp5, proposes to change the values, rewrite the file and launch ltsp-initialize could be nice, but not a requirement in my opinion. As for eth0 being 192.168.0.x it is because it is the most common setup (terminals in a private class C network).
