 - You need to add Pytest as a BR

BuildRequires:  python3-pytest

 - Use PYTHONDONTWRITEBYTECODE=1 instead of %exclude directive:

PYTHONDONTWRITEBYTECODE=1 PYTHONPATH=%{buildroot}%{python3_sitelib}
pytest-%{python3_version} -v tests \
  -k "not test_run_marker_registered"
