Sure, I believe that is caused by `cabal v2-sdist`.

Just to clarify: cabal-rpm will enable testsuites by default if their required
deps are available in Fedora, otherwise it disables any testsuite.
(I may add options for that too, though overall testsuite are quite an overhead
for Haskell package maintenance.)

In this case there is a testsuite, but we don't have the quickcheck-instances
library in Fedora.
