The signature thing is something to do with either gpg or NFS.  I use an
NFS directory to sign things, and running gpg sets the permissions on the
final file to 0777 for unknown reasons, eg:

$ gpg -u rich@xxxxxxxxxxx --detach-sign --armor -o virt-what-cpuid-helper.c.sig
virt-what-cpuid-helper.c
$ ll virt-what-cpuid-helper.c*
-rw-rw-r--. 1 1024 users 3185 Oct  4 14:18 virt-what-cpuid-helper.c
-rwxrwxrwx. 1 1024 users  858 Nov 25 16:56 virt-what-cpuid-helper.c.sig
