The only item left on this review is add a 

- If your application is a C or C++ application you must list a
  BuildRequires against gcc, gcc-c++ or clang.
  Note: No gcc, gcc-c++ or clang found in BuildRequires

I expect that even if this is a library it is still needed.. but since the top
package is also borked
