New SRPM: https://lbalhar.fedorapeople.org/python-userpath-1.3.0-1.fc31.src.rpm

Fixed:
- License renamed "ASL-2.0" → "ASL 2.0"
- Added Provides for old name (python3-adduserpath)
- Fixed Obsoletes with < instead of <=
- Manual page upstream issue: https://github.com/ofek/userpath/issues/18
