Are you building on F30 for F30? If yes, could you please please build for
rawhide and see how that goes?

New packages first get added to rawhide (currently F32) and then make it to
stable releases if that's doable---since rawhide leads stable releases when it
comes to newer software versions. Octave in rawhide is now 5.x while F30 is
still 4.4---that could be one of the reasons things seem to work on rawhide but
not F30.
