On Fedora 29, it's provided by redhat-rpm-config-119-1.fc29.noarch in the file /usr/lib/rpm/macros.d/macros.ldconfig. On Centos7, the latest version of redhat-rpm-config is redhat-rpm-config-9.1.0-87.el7.centos.noarch and does not provide the macros.ldconfig file. In fact, yum cannot find any package that provides macros.ldconfig file.
