The package was created back up here, in September last year.

It looks like we made it through step 11 of
https://fedoraproject.org/wiki/New_package_process_for_existing_contributors
and then the ball got dropped at step 12: close the Bugzilla ticket.

Closing. (But note that I believe the package is broken as reported in bug
#1711040.)

Remaining steps are:

"Step 13: If this package will be built for any version of Fedora that is
already released please submit it for inclusion in the 'fedora-updates'
repository for those versions of Fedora. See the update submission guide for
more details." Inapplicable as the package is already available in Fedora 30.

"Step 14: Add the package to the comps file(s) if appropriate." Wim and
Christian should assess if this is required, but it's probably not advisable
before the aforementioned bug is fixed.

"Step 15: Consider enabling Upstream Release Monitoring for the package." This
is essential to prevent our fork from bitrotting.
