I will build for EL6 and EL7, so I can't use NO_PACKLIST and NO_PERLLOCAL as ExtUtils::MakeMaker is 6.55 and 6.68. Also, you didn't mention it, but I made use of %make_build instead of make %{?_smp_mflags}.
