Ok, I also caught up on the email list too...

Barry, If you're not already a packager I can sponsor you. Part of it is
showing you understand the process, guidelines, and tools. Please submit a pull
request with your updates to PyCXX.

You may already know how but in short:
1. Go to the page Vasiliy referred you to
2. Fork the project
3. Check out your fork from pagure
4. Make the updates (can use a patch, or maybe importing your SRPM will work? I
haven't tried that.)
5. Push the updates back to pagure
6. Open a pull request from your fork or the main package site.
