If successful you can use the review of it to join the package collection maintainers. #fedora-devel on Freenode has lots of helpful users if you have questions along the way. They get added to Fedora Rawhide first (master branch of the package source), then the package maintainer can request an epel7 branch, just like they'd request a branch for a previous Fedora release such as f28 or f29.
