Description:
flock implements a thread-safe sync.Locker interface for file locking. It also
includes a non-blocking TryLock() function to allow locking without blocking
execution.

I am an experienced packager but this is my first Go package, needed as a
dependency of my existing package geoipupdate, which has been rewritten
upstream in Go (originally C). Hence, please particularly check for any
Go-specific things that I might have missed.
