We cannot add new software that depends on Python 2 to Fedora without a FESCo
exception, so see if it can build with python3-sphinx instead of
python2-sphinx:

It also has some ambiguous Python requires lines - those should be adjusted to
be explicitly Python 3.

The Python packages should also be named with a python3- prefix instead of a
python- prefix.
