It's a dependency of the devel packages themselves. If you look at fuse-devel (which provides pkgconfig(fuse)), it will have `Requires: /usr/bin/pkg-config`. This is also true on openSUSE, but the bizarre thing is that pkgconfig isn't pulled in by default in a package build environment. Thus, the pkgconfig dep generator doesn't add the dependency automatically always.
