It is Fedora policy to build with gcc if upstream supports it[1], so I think we should make a reasonable effort to build with gcc, you may want to ask on the swift mailing list if anyone has experience doing this. If gcc won't work then we should be using system clang to build swift. It also sounds like at runtime swift should be using its own custom clang and that using system clang may not work in all cases.
