For boom.conf itself, if it causes such a headache, we can just make it optional: the only options a regular user would currently want to set there is enabling the legacy grub1 support (this is principally aimed at users migrating from distributions like RHEL6). The only other options are to control the location of /boot and /boot/boom themselves: these are principally intended for debugging and testing the software and are used in conjunction with -c/--config.
