This is SIL's filename, won't touch it we do not rename downloadable sources

This is a nice idea - done

Changelog is freeform, changelog parsers need to grok utf-8 to get author names
right, and other fedora packages do it too so I don't see the problem. It made
the infra team laugh the first time

the standalone text version. (with an unfortunate URL - SIL's site sucks a bit)
