Umm.. Actually it seems that ( for 4.2-5 ) libpythonplugin.so is 
built on both i386, ppc, but not on x86_64.

I found that on x86_64 build log says:

Qt Designer plugin disabled because Python library is static <====
Creating pyqtconfig.py...

Perhaps this needs investigating (on i386, ppc this comment is not seen)
