To be clear, since this is NEEDINFO on me:

* Red Hat considers this license to be a Free Software License. (and I agree)
* Since there was community disagreement on this point, I asked the Free
Software Foundation to review the license and determine if it is Free or not in
January 2018.
* There has been no update on this (of any substance) since then.
* I have reached out to the FSF a few times to check on status, and was told
that they have a bit of a backlog.
* At LibrePlanet 2018, I asked again, and they are checking on it for me.

I do not personally believe there is any license or legal reason to hold on
merging this into Fedora, however, if a community member disagrees and wishes
to wait on the FSF, they may put the FE-Legal block on the package until that
answer comes back.

If the FSF provides clarity, I will add it to this ticket. Obviously, if they
find it to be non-free (and this package is added to Fedora), it will be
subsequently removed.
