You can set your files sections to be like I described in Comment #4 to fix
this.

Why are you using %{python3_pkgversion} in your Requires and BuildRequires? You
can just use the number 3, which is simpler. I suggest using this form:

Requires: python3-flask
BuildRequires: python3-flask-sphinx-themes
