They may just have forgotten to update these files. I have raised an issue upstream to inquire if this really is what they intended, see:https://software.ecmwf.int/issues/browse/SUP-2387 (unfortunately this issue is not yet public) and they confirmed this probably is a mistake. Anyway, for now the situation is as it is, so looking at the licensing faq: https://fedoraproject.org/wiki/Licensing:FAQ?rd=Licensing/FAQ#How_should_I_handle_multiple_licensing_situations.3F question 2.2, issue nr. 1, the most strict license should be applied, so this would be the LGPL license I think.
