Not a full review, just a few observations:

Not all $ORIGIN RPATHs are desirable anyway though.  See
/usr/lib/rpm/check-rpaths-worker in >= 4.4.2.1 rpm-build versions (or
rpmdevtools <= 5.4) and/or try building the package with these checks enabled
(see rpmdev-setuptree) to see if it flags them as bad.

Can you upload the binary package or just the jsse.jar which triggers this

Isn't versioning the very purpose of sonames?  What would a versionless soname
be useful for?
