So, I am actually rejecting this review request on the grounds that it doesn't
work as advertised (applications linking against this library expect it to
support HE-AAC fully, including SBR). However, I'm open to hearing arguments to
convince me that it's still a good idea to have a broken AAC codec in Fedora.
Right now, I'm convinced it would only give Fedora a bad name.
