Whoever is going to take care of it should take a close look at how the
freetype-freeworld and qt5-qtwebengine-freeworld packages I maintain are set up
and do the same. (And to give credit where credit is due, I did not invent this
scheme, I myself copied it from the atlas-sse* packages and the old (pre-glvnd)
nvidia driver packaging.)

How so? The GStreamer plugin would not change at all between the fdk-aac
versions because they are drop-in replacements of each other, just with a
different (smaller or larger) feature set compiled in.
